This correspondence arises out of the

Anking piracy, as to which see 52757,but has been

placed on this file as it raises questions of

general policy.

The War Office have felt obliged to

consent to the employment of troops as ships'

guards but do not wish the practice to continue

any longer than is necessary. The policy of leaving

it to the shipping firms to decide for themselves

what precautions to take, which was agreed upon

earlier in the year, might have been expected to

lead to some such result. The War Office suggest

that H.K. should put pressure to bear on the

ship owners to provide their own defence. Short

of re-introducing the piracy regulations, I am

not clear what pressure H.K.can bring to bear,

but there is no harm in our asking them to do so.

If this is agreed, I think we should do it by

telegram.
